Utility Asset Transaction Projects, Flathead Electric Cooperative and‭ ‬Western Oregon Electrical Cooperative, Flathead,‭ ‬Montana and‭ ‬Vernonia,‭ ‬Oregon

JBR managed the Flathead Electric Cooperative and Western Oregon Electrical Cooperative Transaction Projects in Flathead, Montana and Vernonia, Oregon. Each project included developing and managing a scope of work to assess risk and liability for transaction of utility-related assets including electrical substations, converter stations, switching yards, hydroelectric facilities, and operational/support components. The scope of work included work plan development; physical equipment inspection, description, and cataloging; evaluation of primary and secondary containment structures and mechanisms, site drainage pathways, and topography; assessment of potential on-site and off-site dielectric oil spill migration pathways; surface and subsurface soil sampling and analysis; compilation of Phase I ESA data; Phase I and II data evaluation; client, attorney, and regulator interaction; and report development.
