Remedial Investigation/Feasibility Study (RI/FS), Marlsan Landfill and Septage Lagoon, Josephine County Oregon

JBR is conducting an RI/FS for‭ ‬Josephine‭ ‬County to determine the nature and extent of contamination to soils and groundwater as a result of releases from the former septage lagoons and two inactive landfill cells.‭ EMS has assisted the County with decommissioning the septage lagoons and prepared a closure report for submittal to the Department of Environmental Quality‭ (‬DEQ‭)‬.‭ ‬JBR performs quarterly sampling at the facility and submits quarterly and annual reports to DEQ on behalf of the County.‭ ‬JBR provided assistance to the County during negotiations with the DEQ voluntary cleanup program‭. ‬JBR prepared a public involvement plan‭ ‬for the County and has participated in public meetings with the County,‭ ‬DEQ,‭ ‬and interested members of the public regarding the Marlsan site.‭ ‬JBR has conducted a site characterization study and a remedial investigation at the site.‭ The investigations included:

  • Preparation of a remedial investigation work plan for the facility.
  • Preparation of an environmental monitoring plan for the closed septage lagoons.
  • Review of historical data for the site.
  • Installation of additional monitoring wells to assess the lateral and vertical extent of impacts to groundwater.
  • Characterization of aquifer properties adjacent to the monitoring wells.
  • Characterization of groundwater quality,‭ ‬surface water quality,‭ ‬and leachate quality.
  • An assessment of the thickness and composition of the landfill cover material.
  • An assessment of the lateral extent of waste in each landfill cell.
  • A passive landfill gas survey to assess the potential for hot spots within the landfill cells.
  • A beneficial use survey for the vicinity of the facility.

JBR has calculated the direction of groundwater flow,‭ ‬and monitors groundwater chemistry at different depths within the aquifer to assess the vertical migration of contaminants.‭ ‬Groundwater contamination has migrated offsite and has impacted several nearby domestic wells.‭ ‬JBR collects samples from selected off-site domestic wells.‭
