UNIVERSITY OF NEVADA, RENO, NORTH CAMPUS EXPANSION PROJECT

The University of Nevada, Reno is proposing to develop a state-of-the-art Biotechnology and Genomics Research and Instruction Center. Implementation of the proposed project would result in over three acres of impacts to jurisdictional wetlands and waters of the United States located in the north portion of the campus. 

JBR Environmental Consultants, Inc. (JBR) assisted the University in preparing an Individual Permit Application for the U.S. Army Corps of Engineers. JBR's work included a formal jurisdictional delineation, analysis of potential impacts to threatened and endangered species, water quality, cultural resources, and cumulative impacts. JBR also investigated potential mitigation alternatives for the project, including on-site and off-site alternatives.

JBR initially coordinated efforts between The Nature Conservancy and the University related to proposed mitigation and the use of the McCarran Ranch, along the Truckee River, as a mitigation site. JBR ultimately coordinated efforts between the University and the Washoe County Department of Parks and Recreation to utilize a nearby park as an off-site wetland mitigation site. Washoe County accepted in-lieu fees from the University to create and restore on-site wetlands. JBR worked with a local engineering firm and prepared a wetland mitigation and monitoring plan.
