JBR was hired by the Pend Orielle Telephone Company to provide environmental documentation and permitting services for a project that would involve installation of 11 miles of fiber optic cable along State Route 20 and various county roads in Pend Orielle County, Washington. JBR’s scope of services included conducting on-site surveys for wetlands, vegetation, and threatened and endangered plant and animal species; and preparation of State Environmental Protection Act (SEPA) and Joint Aquatic Resources Protection Act (JARPA) documents based on survey results and research. JBR also managed a subconsultant that provided archaeological surveying services for the project. On behalf of the client, JBR worked with the Kalispel Tribe; Pend Oreille County; the Washington State Departments of Transportation, Ecology, Archaeology and Historic Preservation, and Fish and Wildlife; and the U.S. Army Corps of Engineers to achieve project approvals. In addition, JBR prepared a Notice of Intent for coverage under the Washington NPDES program's Construction General Stormwater Permit, and as part of that, prepared a Stormwater Pollution Prevention Plan.
